Subject: Memorandum of ‘Grievances and Demands’ of Gazetted Cadres of Engineers in CPWD consisting the ‘Assistant Engineers’ in CES (Group- B) Services and Group ‘A’ Engineers promoted from Group ‘B’ – Reg
I, on behalf of Central P.W.D. Engineers Association representing 3000 Assistant Engineers (Central Engineering Services Group B) and Executive Engineers & SEs (Promoted from Group B) in Civil and Electrical disciplines, feel pleasure to place our memorandum before the Hon’ble 7th Central Pay for favourable consideration of the Commission.
It is earnestly expected and hoped from the Hon’ble Commission that;
(1) It will approach this memorandum in a rational way by considering the ‘rights of the cadres in the existence with dignity and equality’ by removing the disturbed and widened horizontal and vertical relativities not only in the matter of pay scales and perquisites, but in the promotional avenues too.
(2) The great financial loss being faced by the majority of our members due to the seizure of existing privilege in terms of the ACP and poor pay scales will also be made out and will suggest suitable ways and means to improve the working conditions to a logistical level.
(3) As far as common issues like pay structure, retirement age, general allowances, rate of increment, fitment formula etc. are concerned we are in broad agreement with the submission made by National Council (staff side) of JCM.
(4) As regards to common issues concerning Gazetted Group ‘B’ officers are concerned we are broadly in agreement with the views and submissions made by the Confederation of Central Government Gazetted Officers Organisations (CCGGOO) of which we are a constituent member.
It is hoped that through the medium of Hon’ble Commission, the engineers of our cadre will be enabled to face more and new challenges (as envisaged by the Hon’ble President and Minister of UD) in CPWD in the interest of our nation.
It is not an exaggeration/ accusation while stating that our cadre is the most neglected by the successive CPCs and Governments and hence also the most downtrodden in the case of stagnation and pay levels in comparison with the similar (DR-I) within the department, similar and equivalent cadres in other Central Government departments, departments under some State Government, PSUs (under the changed role, CPWD has now to compete with many PSUs for survival along with its services) etc.
Since the time is very short to compile large information it is requested that we may be granted another opportunity to submit a supplementary to this memorandum in near future.
It is also humbly requested that we may be granted a personal hearing at an appropriate time to explain in detail in this regard.
