Guidelines for Skyscrapers

A new set of rules for building highrises has been formulated by the ministry of environment and forest (MoEF). This is the first time, the ministry has come up with such guidelines setting certain parameters for highrises. The guidelines relate to height of buildings, adequacy of fire-fighting facilities, width of the road and distance from the fire stations. The guidelines would be implemented with immediate effect and state-level appraisal committees–Environmental Appraisal Committee (EAC) for the purpose have been formed.

The EAC had earlier identified some skyscrapers in Kerala which did not have evacuation plans. Under the new guidelines it has recommended the height of the building be linked with the width of the road on which the proposed building is to be located and stipulated the distance of the fire station from the building. The new guidelines are mostly to do with the safety and security of the occupants . The guidelines make it mandatory for carrying out periodic mock drills in these buildings. Also a no-objection certificate is to be obtained from the fire department twice for any highrise project, before the construction and before the possession. Welcoming these new set of guidelines, the Centre for Science and Environment (CSE) has started that these guidelines appear to be good on paper, but how these are to be implemented would make them worthwhile.
