Cadre review & MACP grade pay of Rs.7600/- (up-to date information)

The first list of MACP grade pay of Rs.7600/- to about 116 AEs in Civil and 82 AEs in Electrical streams is with the Hon’ble UD Minister for his signature.

The cadre review of Group-A is approved by cabinet on last Thursday i.e 12th Jan 2012 and is likely to be notified by the Ministry shortly.

Group-B and C cadre review is under process in the Ministry of Finance, Dept of Expenditure and is under active consideration

Promotions will follow soon after the cadre review notification.

Secretary(UD) has written a D.O. letter to Secretary, DoPT regarding Special Career Progression Scheme of 12,24,30 as per cadre hierarchy for approval. Similar D.O. letter is being written by the UD Minister to DoPT minister shortly.

  2. MACPS Vs ACP- NEED OF THE HOUR

    Sébastien-Roch Nicholas de Chamfort once said, “Society comprises two classes: those who have more food than appetite, and those who have more appetite than food.”
    This saying used to be applicable in our department in the case of ‘Class – I (Group A) Vs Non-Class- I (Group B, C & D)’.The CPWD administration; which is ‘By the Class- I for the Class- I of Class- I’ never bothered to see the needs of the ‘Non-Class- I” fulfilled.
    Unfortunately, now within the cadre of JE (which includes JEs, AEs & and 2/3rd EEs) only, the above said two category is getting created based on the ACP Vs MACPS issue. The administration is not bothered in the unity of our cadre; rather their interest will be served by dividing our cadre in the name of Diploma Vs Degree, ACP Vs MACPS, JE Vs AE etc. The historical ‘work to rule non-cooperation agitation’ in 2003 by the Joint Forum of Associations consisting the CPWD JEs’ Association(I), CPWD Engineers Association,& All India CPWD Engineers Association was a unique action in the history of the JE cadre. This agitation could restore the implementation of the 2nd ACP scale.
    Actually, the introduction of the ACP scheme was financially disadvantageous to the majority of JEs (for those completed 5 years to 23 years. This can be seen from the para 5.2.8 of the memorandum prepared by me for the 6th CPC. Attachment-1) when it was introduced. Seeing the benefit being given to the seniors on getting 2nd ACP, these majority sacrificed their time bound scale of Rs 5500 to Rs 9000 after 5 years & Rs 6500 to Rs 10500 after 15 years (these time scales were the results of the 1987 strike of JEs in which a good number of these Junior most JEs were terminated from the service and then reinstated -due to the participation in strike).
    Is it coincidental that the people got benefit through the agitation for implementation of the 2nd ACP scale in 2003 was not terminated in this 1987 strike? Can it also be coincidental that the beneficiaries of 2nd ACP are now stumbling block in front of the sacrificed juniors in getting their second ACP?
    I don’t think the seniors those who guided the juniors and worked shoulder- to -shoulder in 1987 & 2003 can act like enemies just for grabbing an additional benefit up to Rs 8.70 lacs in the next remaining service oe 14 years at the cost of not allowing their juniors to get their legitimate right of 2nd ACP to the tune of minimum Rs 25.000 lacs in the remaining 14 years (Details as in the Attachment-2). Definitely a true JE blood cannot act like this being the JEs’ had learned only to sacrifice.
    Many things can be achieved by the joint struggle as in the past. However, the FIRST AND FOREMOST THING NEEDED TODAY IS TO SEE THAT THE ACP BE RESTORED, without any rider. With the best efforts of Com KKN Kutty (who was the chief guest of Western Regional Conference-2009 of CPWD JEs’ Association (I)), Com SK Vyas and others, through the Anomaly committee and MACP subcommittee, (and with the efforts our leaders through various actions) the DOPT was already convinced about the anomalous situation existing in the introduction of MACPS in the case of JEs.
    However, the conflicting interests amongst us are not allowing us to find any solution.These conflicting interests are as under;
    1) The aspirant of MACPS want additional benefit of 3rd MACP scale over 2nd ACP (i.e from Rs 6600 to Rs 7600 GP)
    2) The aspirant of ACP want restoration of existing benefit of 2nd ACP.(i.e from Rs 4600 to Rs 6600 GP)

    Seeing the above said facts, it is now the natural and primary duty of everybody to support the causes to prevail the grievances of 2nd ACP over the (additional) demand of 3rd MACPS. Let us not be carried away by the more selfish interests and dividing forces.Let us once more get united in the name of CPWD JEs cadre forgetting the conflicting and self interests,personal ego etc. in the interest of those who have more appetite than food.
    Then Let us all proudly Say “JEs CADRE ZINDABAD”, “HAMARA EKTA ZINDABAD’, “JOINT FORUM ZINDABAD”
